Comprehensive help for pre-school children and their parents

On the 4th November 2011 the Ministers of education and schooling, social services and work, and health protection signed the regulation “On confirming the procedure of providing services of comprehensive help within the range of education, social support, and health protection for children of the pre-school age and their parents (guardians)”.

The procedure assumes that the provision of comprehensive help in a self-government will be coordinated by a coordinator of inter-ministry cooperation, designated by a head of administration of the self-government. He or she will also inform the society about the provision of help. The designated coordinator of the self-government, having collected the needed documents in a month, will give them, along with an application, to the Self-Government’s Commission of Child’s Welfare.

The coordinator will also collect information about what kind of help is needed by the persons interested, and who exactly needs the help. The coordinator will be able to inform about the type of support that a child or a family needs not only the parents, but also the Department of Child’s Rights Protection or social workers of municipalities in the self-government.

The aim of creating the post of a coordinator is providing families that bring up small children with help, if the families are trying to obtain social support from self-government institutions, educational support or health care. Such a family will not have to apply to a few experts or collect documents from various offices. A family bringing up children in the pre-school age will be able to receive comprehensive service within the range of educational support, health protection and social support, which means that activities of experts providing these types of help will be coordinated.

The aim of this coordinated and comprehensive help is providing efficient education for children on the basis of schooling programmes of kindergartens and helping parents to improve their parental skills and social habits.
